The Organization

The National Association of OEW Contractors (NAOC) was established in 1995 as a non-profit organization. NAOC's objective is to act as a unified industry voice representing the issues facing its membership in the rapidly expanding business of military munitions response services. The association promotes the interests of its members and the public in the domain of Munitions and Explosives of Concern (MEC) related work, including safety, environmental protection, pollution prevention, land use, communications, standardization, technology development, quality, and public relations. NAOC membership currently consists of contractors who perform MEC-related services, including unexploded ordnance (UXO) investigation and remediation, GIS mapping, laboratory analysis, technology development, engineering services and analysis, and UXO equipment sales. The NAOC is governed by a board of directors who nominate and elect officers each year. Standing committees within the NAOC include: Member Services, Government Affairs, Operations and Standards, and Technology.

Objectives

The basic objective of the NAOC is to represent and promote the interests of its members and the public in the fields of MEC and unexploded ordnance (UXO) related work. Specifically, to: Serve as the industry's spokesperson for munitions response contractors.

  • Work with government representatives and clients to develop and coordinate improved standards for industry workers.
  • Provide association members an organizational structure within which groups or councils may be formed to work on specific programs of interest to the industry.
  • Provide a source of current information on all matters relating to trends or current activities of interest to the industry, with one goal being increased awareness by clients of munitions response industry capabilities and requirements.
  • Provide an effective means of maintaining two-way communication with all levels of Government and assist governmental departments or agencies which may formulate programs involving the industry by serving as a source of informed council.
  • Initiate or support education and training that will be of benefit to the industry.
  • Serve as a source of communication with other trade organizations maintaining programs or governmental contacts in fields of interest to the industry.
  • Further the quality, effectiveness, and safety of MEC-related work by partnering with governmental departments and agencies, clients, and members to establish and maintain consistently applied standards for MEC/UXO work.
  • Coordinate with technology providers to focus efforts on developments which will benefit members and clients.

In furtherance of the above described objectives, but not in limitation thereof; the association shall have the power to collect and disseminate statistics and other information, to conduct appropriate investigations pursuant to these articles and the association's subsequent Constitution and Bylaws, to engage in various fund-raising activities, to conduct promotional activities including advertising and publicity in or by members of state and federal legislatures as may be appropriate and in accordance with existing laws, and to hold such property as is necessary to accomplish its purposes. The association shall have the power to do any lawful act reasonably necessary or desirable to carry out its purposes and for protecting the lawful rights and interests of its members and affiliates.
